Sir:-

With reference to Your Excellency's letter of the 1st ultimo, I have the honour to inform you that so far as the interests of this Colony are concerned there is no objection to an agreement between the Imperial Chinese Post Office and the Hongkong Post Office on the lines of the Franco-Chinese Agreement, with the exception of a small alteration in the clause relating to parcels, inasmuch as the Hongkong Postal Administration does not collect 'trade-charges'.
